Results of the municipal by-elections held on 28 January 2009
The Electoral Commission (IEC) said in Pretoria that the African National
Congress (ANC) had won 23 of the 27 seats in the municipal ward by-elections
which took place on 28 January while two seats went to the Congress of the
People (COPE) and one each to the Democratic Alliance (DA) and the Independent
Democrats (ID).
Voter turnout varied between 12,63 percent and 61,38 percent with an average
of 41,08 percent.
In the Eastern Cape, two by-elections took place and both wards were won by
the African National Congress. The new councillors are:
* Tobile Limba in Ward 15 in Nkonkobe Municipality [Alice] â EC127. This ward
is again represented by the African National Congress.
* Thando Nelson Ngetu in Ward 2 in Nxuba Municipality [Adelaide] â EC128. This
ward was previously represented by the Adelaide Residents Association.
In the Free State, four by-elections took place and all wards were won by
the African National Congress. The new councillors are:
* Paseka Paulus Machelebeta in Ward 32 in Mangaung Municipality [Bloemfontein]
â FS172. This ward is again represented by the African National Congress.
* Mohanoe Ben Mohlouoa in Ward 34 in Mangaung Municipality [Bloemfontein] â
FS172. This ward is again represented by the African National Congress.
* Motshabi David Hlujane in Ward 37 in Mangaung Municipality [Bloemfontein] â
FS172. This ward is again represented by the African National Congress.
* Mojabeng Celestina Nakasi in Ward 9 in Setsoto Municipality [Senekal] â
FS191. This ward is again represented by the African National Congress.
In Gauteng, two by-elections took place and both wards went to the African
National Congress. The new councillors are:
* Ntsetsere Voster Molele in Ward 25 in Mogale City Municipality [Krugersdorp]
â GT481. This ward is again represented by the African National Congress.
* Michael Ncedane in Ward 19 in City of Johannesburg [Johannesburg] â JHB. This
ward is again represented by the African National Congress.
In KwaZulu-Natal, two by-elections took place and both wards were won by the
African National Congress. The new councillors are:
* Zakhele Samuel Ngubeni in Ward 5 in Dannhauser Municipality [Durnacol] â
KZN254. This ward was previously represented by the Inkatha Freedom Party
(IFP).
* Thulani Conrad Dlamini in Ward 12 in Ubuhlebezwe Municipality [Ixopo] â
KZN434. This ward was previously represented by the Inkatha Freedom Party.
In Limpopo, two by-elections took place. The African National Congress and
the Democratic Alliance each won one seat. The new councillors are:
* For the African National Congress, Makwale Daniel Mabape in Ward 7 in Greater
Tzaneen Municipality [Tzaneen] â LIM333. This ward is again represented by the
African National Congress.
* For the Democratic Alliance, Johann Ellis in Ward 6 in Musina Municipality
[Messina] â LIM341. This ward was previously represented by the African
National Congress.
In the Northern Cape, 15 by-elections took place of which the African
National Congress won 12, the Congress of the People won two and the
Independent Democrats one.
The new councillors for the African National Congress are:
* Sarah Jacob in Ward 3 in Kai !Garib Municipality [Keimoes] â NC082. This ward
is again represented by the African National Congress.
* Pieter Johan Scheepers in Ward 4 in Kai !Garib Municipality [Keimoes] â
NC082. This ward is again represented by the African National Congress.
* George Sias Rooi in Ward 5 in Kai !Garib Municipality [Keimoes] â NC082. This
ward is again represented by the African National Congress.
* Ellie Allies in Ward 3 in Khara Hais Municipality [Upington] â NC083. This
ward is again represented by the African National Congress.
* Michael Segede in Ward 7 in Khara Hais Municipality [Upington] â NC083. This
ward is again represented by the African National Congress.
* Samuel Esau in Ward 1 in !Kheis Municipality [Groblershoop] â NC084. This
ward is again represented by the African National Congress.
* Trudie Esau in Ward 4 in !Kheis Municipality [Groblershoop] â NC084. This
ward is again represented by the African National Congress.
* Vaughan Victor Settley in Ward 1 in Sol Plaatje Municipality [Kimberley] â
NC091. This ward is again represented by the African National Congress.
* Ronney Tsholohelo Morwe in Ward 7 in Sol Plaatje Municipality [Kimberley] â
NC091. This ward is again represented by the African National Congress.
* Lephallo Ephraim Mafooa in Ward 13 in Sol Plaatje Municipality [Kimberley] â
NC091. This ward is again represented by the African National Congress.
* Eunice Mosele Mathe in Ward 18 in Sol Plaatje Municipality [Kimberley] â
NC091. This ward is again represented by the African National Congress.
* Flora Ontsheketse Pitso in Ward 3 in Phokwane Municipality [Hartswater] â
NC094. This ward is again represented by the African National Congress.
The new councillors for the Congress of the People are:
* Katrina de Wee in Ward 5 in Khara Hais Municipality [Upington] â NC083. This
ward was previously represented by the African National Congress.
* Elizabeth Cloete in Ward 2 in !Kheis Municipality [Groblershoop] â NC084.
This ward was previously represented by the African National Congress.
The new councillor for the Independent Democrats is:
* Lionel van Wyk in Ward 3 in Kamiesberg Municipality [Garies] â NC064. This
ward was previously represented by the African National Congress.
