match between Orlando Pirates and Kaizer Chiefs

Port Elizabeth has been chosen as one of the Host Cities for the 2010 Fifa
World Cup Tournament in South Africa. Subsequently, a number of preparatory
soccer games have been scheduled to be hosted in the city. These games provide
the city with an opportunity to test its systems and structures with a view
towards readiness for the World Cup. One such game is the Vodacom Challenge
match between Kaizer Chiefs and Orlando Pirates, which will take place on 26
July 2007.
In pursuing its mandate of creating a safe and secure environment for the
citizens of the Eastern Cape, the Department of Safety and Liaison has
contributed greatly toward ensuring the success of this event. Due to the
significance of such an event, the Department has ensured that the following
takes place:
* The Department has facilitated the co-ordination of all role players in
the Security environment, namely South African Police Service (SAPS), Nelson
Mandela Metropolitan Municipality, Provincial Traffic Services, the National
Prosecuting Authority, Stadium Management, Private Risk Management and Security
Services deployed by the Premium Soccer League (PSL) and Emergency and Disaster
Management Services.
* The Nelson Mandela Metropolitan Municipality is intimately involved in the
preparations of the event through its Safety and Security Division and its 2010
Office.
* Senior SAPS members are deployed and delegated to coordinate all Safety
related issues for the event. These senior members have been drawn from SAPS
Provincial Office and from a number of the Police Stations operating within the
Nelson Mandela Metropolitan Area.
Key members include:
- Commanders of the Venue Operations Centre (VOC): Assistant Commissioner
Ntswahlana
- Commander of ground personnel: Assistant Commissioner Kapp
- Commander of stadium perimeters: Director Jongile
- 2010 Designated Football Officer and convener of Safety planning meetings for
the Vodacom Challenge: Director Koll
- 2010 Designated Football Officer: Director Nxabela
* The following is a breakdown of Commissioned Officers that will be
available on the day:
- Captains: 12
- Superintendents: 14
- Senior Superintendents: 8
- Directors: 7
* Further to this, an extensive deployment of SAPS members for increased
visibility in and around the stadium is planned. Statistics of deployment: 144
members from ACCU, 23 officers plus 155 personnel. Making a total of 222 Police
Personnel.
* A Mobile Police Station will be operating at the event and detective
services will be on standby to enable the speedy reporting and investigation of
cases.
* Other role-players have contributed manpower as follows:
- Traffic: 30 members
- Private Security: 557 members
- Metro: 150 members
* The planning for the event has covered issues such as traffic congestion,
entrance to and exit from the stadium, securing of vehicles parked outside of
the venue during the event and pedestrian traffic to and from the event.
* Further to this, security for the teams participating in the match has been
planned to ensure their safety from their time of arrival in the city, at their
practice grounds, in their journeys to and from the game up until their
departure.
The extensive co-operation between all safety and security role players
during preparations for the Vodacom Challenge is a clear sign that the Eastern
Cape province has the capability to host an event of this nature and that the
2010 World Cup will be an outstanding success.
