The Independent Complaints Directorate (ICD) arrested a police
officer

The Independent Complaints Directorate (ICD) arrested a police officer on
Wednesday, 1 April 2009 for corruption. It is alleged that Captain Makate,
based at the South African Police Services (SAPS) detective branch in Sandton,
solicited a R5000 bribe from a civilian. Mr Moloto is a complainant in a case
opened with SAPS in 2008 regarding car theft. According to Mr Moloto he was
informed by Captain Makate that a case of pointing of a firearm had been opened
against him in Giyani, Limpopo by the person suspected to have stolen his car.
He alleges it is at this stage that the Captain asked for the R5 000 bribe, and
he would in turn assist him with the case.

Mr Moloto reported the matter to the ICD Anti-Corruption Unit and the
allegations were investigated. The ICD asked Mr Moloto to request a meeting
with Captain Makate in Bramley where he would be handing over the bribe to him.
The Captain accepted R1 000 notes from Mr Moloto who was with another police
Sergeant from Sandton Police Station. They were at this stage seated in a
police van.

Captain Makate was arrested immediately by ICD officials. The amount of R1
000 was found in his possession and the notes matched those from the ICD, which
had been handed to Mr Moloto for this purpose. The Sergeant who was with the
suspect made an affidavit explaining his presence in the car and he was not
arrested.

Captain Makate was taken to Bramley Police Station for detention. He
appeared in court on Thursday, 2 April 2009 and was released on R5 000 bail. He
will be appearing in court again on 20 April 2009.

The community is urged to report members of the South African Police
Services and Municipal Police Services who solicit bribes from civilians. Our
country does not need such police officials.
