Strategy
1 June 2007
The Mpumalanga Local Government and Housing MEC, Candith Mashego-Dlamini and
municipal mayors in the province have committed themselves to fight corruption
in government. MEC Mashego-Dlamini and the mayors signed a pledge to combat
corruption at the launch of the Local Government Anti-Corruption Strategy. The
MEC urged all concerned to focus their minds and energy on issues that will
help the country prosper by defeating corruption.
MEC Mashego-Dlamini said it was very sad that the limited resources that
government has are not being used for what they are intended, which is to
improve the lives of the people by providing them access to services such as
water and electricity but instead these resources are being used by few
individuals to enrich themselves. The strategy is modelled around the Public
Service Anti-Corruption Strategy. The programme is one of the elements of the
Local Government Five Year Strategic Agenda, which is tailored to be applicable
for local government.
The principles of the Local Government Anti-Corruption Strategy are to:
* strengthen community participation
* create an organisational culture of transparency
* councillors encouraged to engage communities in anti-corruption
initiatives
* preventing, detecting and investigating fraud and corruption
* taking appropriate action in the event of such irregularities
* restore public confidence
* educating and training including formal awareness presentations.
The objectives of the strategy are to, encourage a culture where all
employees, members of the public and other stakeholders behave with and promote
integrity in their dealings with or on behalf of government; improving
accountability, efficiency and effective administration; development of
anti-corruption within municipalities and improving systems, policies,
procedures, rules and regulations.
A National hotline has been established where all allegations of corruption
can be reported at 0800 701 701. MEC Mashego-Dlamini further called upon all
Executive mayors, Municipal Managers and officials to be champions of this
strategy to ensure its success.
