Candith Mashego-Dlamini introduces administrator to Pixely Ka Seme Local
Municipality

The MEC for Mpumalanga Department of Local Government and Housing, Candith
Mashego-Dlamini has appointed Mr Meshack Siboshwa Nkosi as the Administrator of
Pixely Ka Seme Local Municipality. Mr Nkosi was introduced to the councillors
and officials of the municipality this morning, Monday, 2 March 2009, assuming
responsibilities with immediate effect. Mr Nkosi will be assisted by the Acting
Chief Director Local Government in the Department, Mr Isak Bassie Strauss. The
administrator and his assistant have been appointed for a period of six months
where after the Provincial Executive Council will review progress thereof.
The administrator and his assistant will develop a recovery plan for the
municipality as well as an implementation plan for the forensic report that was
done in terms of section 106 of the Constitution of the Republic of South
Africa, 1996. The team will also address the following issues:
* Institutional audit which will look at the organisational structure of the
municipality to ensure that they have the required expertise and that staff is
correctly placed.
* Service delivery audit of current status qou to identify shortfalls and
address them.
* Draft budget compilation and ensure that the necessary were followed and that
the correct process were followed in developing the Integrated Development
Plan
* Conduct an audit of the progress of the Implementation of the Municipal
property Rates act and make sure that it being done correctly.
The appointment of the administrator and his assistant follows the Executive
Council decisions in its meeting on 25 February 2009 where it endorsed the
assumption of responsibility by the Department of Local Government according to
Section 139 (1) (b) of the Constitution of the Republic of South Africa, 1996
(Act No.108 of 1996) as amended of the Pixely Ka Seme Local Municipality.
The decision by the Executive Council followed numerous events of unrest in
the municipality. The unrest had been as a result of the protest organised by
the community on 26 June 2008 where the community was allegedly not satisfied
about water and electricity increases. They claimed that the hike was not
proper because there was no prior consultation conducted by the municipality
before the adjustments of the water and electricity increase were made. There
have also been allegations of corruption and maladministration levelled against
the municipality.
The department would like to request all stakeholders to fully support the
administrator and his team.
