Minister Mildred Oliphant announces increase on minimum wage for domestic workers

The Minister of Labour, Mildred Oliphant, has announced that the minimum wages for the vulnerable workers in the Domestic Worker Sector will be adjusted upward with effect from 03 December 2018.

The Minister said the amendment of the minimum wage for Domestic Workers is, as per the Basic Conditions of Employment Act (BCEA) binding.

In terms of the Government Gazette released this week wages in Sectoral Determination for Domestic Worker sector will be adjusted as follows: domestic workers in Area A who work more than 27 ordinary hours should be paid a minimum hourly rate of R13,69 (2017/18:R13,05); weekly rate R616,03 (2017/18:R587,40); and monthly rate of R2669,24 (2017/18:R2545,22).

For domestic workers in Area A who work 27 ordinary hours per week or less should be paid a minimum hourly rate of R16,03 (2017/18:R 15,28); weekly rate R432,78 (2017/18:R412,60); and monthly rate of R1875,22 (2017/18:R1787,80).

Area A refers to the following municipalities: Bergrivier Local Municipality, Breederivier Local Municipality, Buffalo City Local Municipality, Cape Agulhas Local Municipality, Cederberg Local Municipality, City of Cape Town, City of Johannesburg Metropolitan Municipality, City of Tshwane Metropolitan Municipality, Drakenstein Local Municipality, Ekurhuleni Metropolitan Municipality, Emalahleni Local Municipality, Emfuleni Local Municipality, Ethekwini Metropolitan Unicity, Gamagara Local Municipality, George Local Municipality, Hibiscus Coast Local Municipality, Karoo Hoogland Local Municipality, Kgatelopele Local Municipality, Khara Hais Local Municipality, Knysna Local Municipality, Kungwini Local Municipality, Kouga Local Municipality, Langeberg Local Municipality, Lesedi Local Municipality, Makana Local Municipality, Mangaung Local Municipality, Matzikama Local Municipality, Metsimaholo Local Municipality, Middelburg Local Municipality, Midvaal Local Municipality, Mngeni Local Municipality, Mogale Local Municipality, Mosselbaai Local Municipality, Msunduzi Local Municipality, Mtubatu Local Municipality, Nama Khoi Local Municipality, Nelson Mandela, Nokeng tsa Taemane Local Municipality, Oudtshoorn Local Municipality, Overstrand Local Municipality, Plettenbergbaai Local Municipality, Potchefstroom Local Municipality, Randfontein Local Municipality, Richtersveld Local Municipality, Saldanha Bay Local Municipality, Sol Plaatjie Local Municipality, Stellenbosch Local Municipality, Swartland Local Municipality, Swellendam Local Municipality, Theewaterskloof Local Municipality, Umdoni Local Municipality, uMhlathuze Local Municipality and Witzenberg Local Municipality.

The minimum wages for domestic workers in Area B (Areas not mentioned in Area A) who work more than 27 ordinary hours per week should be paid a minimum hourly rate of R12,47 (2017/18:R11,89); weekly rate R561,27 (2017/18:R534,91); and monthly rate of R2431,95 (2017/18:R2317,75).

The minimum wages for domestic workers in Area B (Areas not mentioned in Area A) who work 27 ordinary hours per week or less should be paid a minimum hourly rate of R14,72 (2017/18:R14,03); weekly rate of R397,37 (2017/18:R378,83); and monthly rate of R1721,81 (2017/18:R1641,48).

The domestic worker sector currently earns below the proposed national minimum wage (NMW) rate of R20. The sector is expected to be infused into NMW in a transitional phase.

The new domestic workers minimum rates will be applicable from 03 December 2018 to 30 November 2019.
