Provincial human settlements receives 556 bids to tender for services in the built environment   

It is pleasing to note that the Western Cape Department of Human Settlements received more than 550 bids from Professional Service Providers (PSP’s) in the built and related environments to participate in a Framework Agreement.

This means that more individuals and companies were presented with an opportunity to be placed on the PSP Framework, which will in turn lead to the creation of further job opportunities in areas and communities where my Department have projects.

The PSP Framework closed for bids on Friday 4 December 2020.

From these bids, 533 were received in Cape Town and 23 in our George office. Businesses who made submissions are amongst others from the:

  • Architectural Services
  • Civil Engineering
  • Project Management
  • Cost management (quantity surveying)
  • Health and Safety agency
  • Environmental compliance monitoring
  • Environmental impact assessment
  • Alternative Building Technology solutions
  • Planning and Town Planning
     

Our Supply Chain Management is currently analysing the bids, which upon completion will be assessed by the Evaluation Committee. A report will be finalised and submitted to the Adjudication Committee, who will in turn verify the information and formulate a recommendation to the Head of Department (HOD), Ms Jacqueline Samson. Upon her satisfaction, the HOD will approve the final list of compliant bidders.

Once the entire process is concluded, successful bidders will as of 1 April 2021 then be placed on our PSP Framework which will be applicable for a 3-year period. These bidders will then be able to tender for various contracts as they become available and which would be in line with their expertise and grading.

I’d like to thank all those who made submissions. As an opportunity Government, one of our key drivers is radical empowerment and job creation, particularly for Small, Medium and Micro Enterprises (SMMEs), our Historically Disadvantaged Individual (HDI) contractors and women and youth working within the built-environment space within the Western Cape.

We opened this Framework, as we wanted to ensure that many individuals and local businesses are able to tap into available opportunities.
