Submission for the 2020/21 Division of Revenue
The 2020/21 Financial and Fiscal Commission (FFC) submission for the 2020/21 Division of Revenue, runs under the theme“Repositioning Local Government Public Finances”. It is more than 20 years since the White Paper on Local Government was published, and close to a decade into the National Development Plan (NDP) vision 2030, yet the local government sphere remains wanting in terms of fulfilling its constitutionally assigned mandate.
Although the local government sector has achieved comprehensively in terms of bringing government closer to citizens and improving access to basic services to poor households - many indicators suggest that the sector faces many challenges. Many municipalities are dysfunctional and barely viable. The FFC’s submission reflects these challenges facing local government; and whether its financing, management, governance and institutional mechanisms adequately meet the sector’s needs.
This submission on proposals for the 2020/21 Division of Revenue -“Repositioning Local Government Public Finances”as tabled (Friday, 30 May 2019 – ATC No2 - 2019) in Parliament in terms of Section 214(1) of the Constitution of the Republic of South Africa, 1996, Section 9 of the Intergovernmental Fiscal Relations Act, 1997 and Section 4(4c) of the Money Bills Amendment Procedure and Related Matters Act, 2018 - will be considered at the backdrop of the 2019 State of the Nation Address and the President’s Reply.
The Commission will be briefing the media and the public on this submission on 01 July 2019.
