National Assembly gives go-ahead to amend Independent Police Investigative Directorate Act

The National Assembly today agreed that the Portfolio Committee on Police could introduce the Independent Police Investigative Directorate Amendment Bill. The House also passed three Bills.

The Independent Police Investigative Directorate (Ipid) Amendment Bill aims to amend the existing Ipid Act to align it with Constitutional Court provisions inserted in the court’s judgment of 2016. These dealt with the powers of the Minister of Police to take disciplinary steps or to remove the Ipid Executive Director, among other things.

The three Bills passed by the National Assembly’s plenary sitting today - and which now have to go to the National Council of Provinces for consideration - are the:

  • Marine Spatial Planning Bill - seeks to provide a framework for marine spatial planning, development of marine spatial plans, institutional arrangements to implement such plans and governance of use of the ocean by multiple sectors.
  • National Health Laboratory Service Amendment Bill - amends the 2000 Act to improve governance, accountability and financial sustainability of the National Health Laboratory Service so that it provides more cost-effective and efficient diagnostic health laboratory services which, in turn, will increase the quality of clinical care.
  • National Land Transport Bill - amends the 2009 Act by, among others things, providing for non-motorised and accessible transport, bringing the Act up to date with developments since its implementation, providing certain powers for provinces to conclude contracts for public transport services, expanding the Minister’s powers to make regulations and introduce safety measures and prescribe criteria and requirements for municipalities to enter into contracts for public transport services.
     

Owing to court proceedings still pending, the National Assembly referred the report about Mr Manyaba Rubben Mohlaloga, the Council Chairperson of the Independent Communications Authority of South Africa, back to the Portfolio Committee on Communications for further consideration and report.
