Happening in Parliament this week

Deputy President David Mabuza is scheduled to answer questions for an oral reply at the National Council of Provinces plenary sitting starting at 14.00 on Thursday. The six questions to the Deputy President cover issues relating to service delivery hotspot; Initiatives done to curb the recent violent attacks on farmers and farm workers; Initiatives undertaken since the COVID outbreak and subsequent hard lockdown on 26 March 2020 to support investment facilitation and promote trade in South Africa; whether he will urge the Minister of Public Works and Infrastructure to prioritise and allocate funds for Public Employment Programme project to vulnerable citizens; whether was it the right decision to unban alcohol sales when the country entered level 3 of the lockdown in light of the sharp rise in new Covid-19 cases daily and what plans are there for the revival of township economy.

These regular oral question sessions are one of how Parliament fulfils its constitutional role of scrutinising and overseeing executive action.

At its plenary sitting on Tuesday, at 14:00, the NCOP will debate Adjustment Budgets of two government departments, Department of Basic Education and Department of Higher Education and Training. Wednesday’s sitting, scheduled to start at 14:00 will debate the Division of Revenue bill following its consideration by the National Assembly on 15 July 2020. The aim of the Division of Revenue Amendment Bill (B9-2020) is to amend the Division of Revenue Act 2020 per the Money Bills and Related Matters Act, 2009 and to provide for matters connected therewith.

Meanwhile, the National Assembly is scheduled from Tuesday to Friday to hold 21 virtual Budget Votes mini-plenaries of government departments.

Also scheduled on Parliament’s programme is a virtual high-level stakeholder dialogue in the Northern Cape as part of the 1994 Women Review Charter Sessions.

Joint Meeting: Select Committee on Trade and Industry, Economic Development, Small Business Development, Tourism, Employment and Labour and Select Committee on Transport, Public Service and Administration, Public Works and Infrastructure, Consideration and adoption of the revised Budget Vote reports and minutes;

Select Committee on Appropriations, Consideration and adoption of Final Mandates on 2020 Division of Revenue Amendment Bill.
