Treasury invites media to apply for 2019 Budget speech media accreditation

Media accreditation: Finance Minister’s delivery of 2019 Budget speech to Parliament 

In his State of the Nation Address, President Cyril Ramaphosa assessed South Africa’s socio-economic situation and announced a government programme to improve the conditions of life in the country. The 2019 Budget Speech, which Minister of Finance Mr Tito Mboweni will deliver to the National Assembly sitting on 20 February, will give details of spending and revenue collection plans to carry out the programme.

In addition to delivering the 2019 Budget Speech, Minister Mboweni will table the Division of Revenue Bill and introduce the Appropriation Bill and the Public Audit Excess Fee Bill.

Our Constitution requires Parliament to engage actively with the budget process. According to Section 77 of the Constitution: “An Act of Parliament must provide for a procedure to amend money Bills before Parliament”.

The national budget is a money Bill and the Money Bills Amendment Procedure and Related Matters Amendment Act, to which President Ramaphosa assented in January, enhances Parliament’s power to amend the budget as a whole and budgets of specific national government entities.

Before the Act, first passed in 2009, Parliament could approve or reject the budget, not make alterations to it. The Act has enhanced Parliament’s constitutional duty to assess and oversee government action and policy implementation.
