Ladies and Gentlemen of the press, let me take this opportunity to welcome you.

The Economic and Infrastructure Development Cluster (EID) is constituted by three departments namely, the Department of Economic Development Environment Conservation and Tourism (DEDECT), the Department of Agriculture and Rural Development (DARD) and the Department of Public Works and Roads (DPWR).

As per the Constitution of the country, Public Finance Management Act (PFMA) and other legislative prescripts, we are compelled as government to table departmental budgets in the legislature and to inform the public about planned service delivery programs.

This briefing has three parts, firstly it report on the consolidated budget of the three departments that constitute the EID Cluster. Then a breakdown of key programs by each department.

  • The Economic and Infrastructure Development Cluster received a budget of R 5 519 196 billion.
  • The Department of Public Works & Roads has been allocated the largest share of cluster budget, a total of R 3 351 819 billion which translate into 60, 7%. iii.
  • The Department of Agriculture and Rural Development is allocated R 1 201 118 billion which translate into 21, 9%. iv.
  • The Department of Economic Development Environment Conservation and Tourism is allocated R 958 259 million that translate into 17, 4%.

Business Advisory and SMME Support
A Business Advisory Program will be rollout in Mafikeng, Klerksdorp, Vryburg and Rustenburg targeting 200 young people and R10 Million is set aside for this program.

The business advisory is a 12 month program that is aimed at capacitating beneficiaries to either start their own businesses or enter the business advisory job market after completion.

The Business Advisory program is accredited by the Institute of Business Advisors of Southern Africa (IBASA), and the South African Institute for Professional Accountants.

R2 million is allocated for the Development and Enterprise Support Centers in Moretele, Ratlou, Kagisano-Molopo and Moses Kotane.

The department will further establish and support Incubation Centre Programs in Orkney, Taung, Vryburg, Mogwase and Mafikeng to the tune of R12 million.

The strategic objective of this programs is to support SMMEs and ensure that they become sustainable.

Infrastructure Programs
DEDECT will implement the Heritage Site Infrastructure Project through the Independent Development Trust (IDT) in Greater Taung, Dr. RSM and R35.2 million has been allocated for this project.

The aim of this project is to promote tourism economy and job creation in DR. RSM. In the current financial year, DEDECT will also implement all Infrastructure projects in Taung Hotel School and Orkney Hotel School through IDT and R32.5 million is set aside for this program.

Once more, the establishment of this hotel schools are aimed at promoting tourism economy in these districts and to ensure skills development and job creation.

SMME ICT support and capacity building programs
A Provincial Office aimed at establishing and implementing an interactive Marketing Online Platform will be set up in Mafikeng and R1.1 million has been allocated for this project.

This will enable our SMMEs in the province to market and advertise their goods and services. But this platform will also enable small business to interact with each other and Financial Development Institutions.

Capacity building to empower LED officials will be implemented in all 18 municipalities and the department will spent R1.5 million for this project.

This will enable us as government to have a sense of skills levels amongst those officials who serve in the LED units in various municipalities.

This program will further assist municipalities to promote economic development in their own areas of jurisdiction. DEDECT will intervene with a business turnaround interventions targeting 10 distressed businesses in the province and a total of R10 million is allocated to implement this project.

The department will also be establishing the Township Automotive Hubs in Ngaka Modiri Molema and Dr. RSM Districts and R3 million has been allocated for this program.

Job Creation
In addressing unemployment particularly among the youth, women and people with disabilities, the department together with its entities will create 2500 jobs in the current financial year. Provincial Job Summit On the 28th & 29th July 2022, DEDECT will hold a Provincial Job Summit as announced during the State of the Province Address. The aim of the job summit will be bring together all stakeholders that include organized labor, business, youth formations, women, people with disabilities, military veterans and the private to try and find new methods of creating jobs which have been destroyed by Covid 19 and other factors.

The Department Of Agriculture And Rural Development’s priorities 2022/23 financial year

Household malnutrition program
In tackling household malnutrition in the province, the Department of Agriculture and Rural Development in the current financial year, will continue to pursue a ward-based approach, where vulnerable households are targeted.

To date, the department has developed its Integrated Food Security Provincial Implementation Plan, which categorizes food security initiatives that would be implemented with a total of R16 million earmarked to target 3 040 households and subsistence producers.

Furthermore, the department of Agriculture and Rural Development will be working in collaboration with the Agricultural Research Council (ARC) to roll out the Potato Production Programme of which ten hectares (10ha) is currently under production with harvesting Planned for Wednesday 15 June 2022 at Ramatlabama.

Commercialization program
For the current financial year, the department will, from its Comprehensive Agricultural Support Programme and ILIMA/Letsema budget, begin the process of commercialization of at least 5 farmers in various Agri-Value Chain commodities and an amount of R16.5 million has been set-aside in this regard.

Livestock improvement and goat massification programme
In continuing with Goat Massification Programme, much focus will be directed to the Ratlou Local Municipality.

Projects in the Dr. Ruth Segomotsi Mompati; Bojanala and Ngaka Modiri Molema districts will also be assisted during the 2022/23 financial year.

The support is inclusive of small-stock handling facilities, water provision, breeding stock, feeds and medication.

A total of 56 farmers are to benefit from this project to the tune of R9.1 million from the Comprehensive Agricultural Support Programme (CASP) grant.

In terms of cattle (large stock production), the major assistance will be with livestock water infrastructure, livestock handling facilities, fencing, as well as provision of breeding stock.

A total of 11 projects will be assisted to the tune of R34.7 million benefitting 147 farmers

Crop massification and irrigation program
In continuing with this noble mandate, the department plans to plant by increasing hectares (inclusive of Taung & Disaneng Irrigation Schemes) in the 2022/23 financial year and 210 farmers in all the four districts of the province will benefit.

The department is working with the Vaalharts Water Users Association (VWUA) and other stakeholders in the finalization of the Vaalharts, Taung Irrigation Scheme Master Plan.

This Master Plan will be used to solicit investments for, amongst others, the revitalization and expansion of the Taung Irrigation Scheme.

In terms of Horticulture/Vegetable production, eight (8) projects across the province will be supported with production inputs, irrigation infrastructure, construction of tunnels, storage facilities and fencing.

Job creation
The Department will this year appoint a total of four hundred & forty-three (443) Assistant Agricultural Advisors on a three-year contract to bolster its extension and advisory services.

This follows a pronouncement made by both the President and the Minister on the appointment of 10 000 Assistant Agricultural Extension Advisors across the country.

Out of this 10 000, 443 will be coming from the North-West Province.

R11.1 million from the Comprehensive Agricultural Support Programme will be used in this regard.

The Department of  Public Works and Roads priorities for 2022/2023 financial year

On Program 2 of the department

  • Nine (9) new school projects, old age home, two libraries and an Early Child Development Centre are planned to be constructed and completed on behalf of the Department of Education and Social Development, with the rand value of Four Hundred Sixty-Three Million, Seven Hundred and Sixty Six Thousand Rand (R463 766 Million).
  • The schools are as follows:
  • Kgabalatsane Secondary
  • Tlakgameng Secondary
  • Tlokwe Secondary
  • Tigane Secondary (Phase2)
  • Kagiso Barolong Secondary
  • Monnamere P.Secondary
  • Kgetleng Secondary
  • Mamodibo H.Secondary
  • Rekgonne Bapo Secondary
  • Two (2) new Community Libraries will be constructed in Dinokana and Wolmaranstad
  • Development facilities and 2 old age homes.
  • Sefikile Early Child Development (Early Childhood Development Center) will be completed this year 7
     

On program 3 Roads Infrastructure
A partnership agreement has been reached with Noord Wes Kooporasie (NWK), in terms of which some of the road projects in the Ngaka Modiri Molema and Kenneth Kaunda Districts will be implemented. The Memorandum of Understanding has been signed.

  • A Public-Public arrangement is being made with Bogosi jwa ga Phalane ba Ramokokastad through Batlase Development Trust in the Moses Kotane Local Municipality. They will contribute Twenty Million Rand (R20 million) for the upgrading from gravel to tar of Road D514 between Bojating and Pylkop.
  • (14) Road infrastructure projects to the value of One Billion, Six Hundred and Sixty Eighty Million Rand (R1, 68 billion) are to be implemented in this current financial year.
  • A total of thirty two (32) roads in the province will be maintained in the current financial year


Disposal of Assets

  • The department is set to dispose four hundred and seventy six (476) houses and to date:
  • 150 houses were advertised as first batch;
  • 40 houses of the 150 advertised are subject to objections and verification;
  • 110 Deeds of Sale have been drafted and ready;
  • All Agreements of Sale were signed duly by the Executive Authority;
  • 161 houses have been advertised as a second batch;
  • Desktop verification and assessment has been conducted;
  • Valuations have been conducted during Quarter one (1) of this financial year.
     

Management and acquiring of new Assets

  • The Department intends to acquire a Multi-Tenancy Building around Mahikeng, estimated at R320 million to eliminate current Head Office leasing burden.
  • The Department has appointed the Development Bank of Southern Africa (DBSA) to pilot implementation of Total Facilities Management (TFM) on Ga-Rona Building, Lowe Complex, and Houses for members of the Executive, Old Parliament Complex, and Embassy VIP section.
     

Job Creation

  • Work opportunities envisaged from the infrastructure sector is estimated at creating twelve thousand six hundred and seventy five (12 675) work opportunities. This will also yield economic spin offs for the province.
