Limpopo on Executive Council meeting held on 5 December 2018

The Limpopo Provincial Government held its last Executive Council meeting for the calendar year on the 5 December 2018, to discuss service delivery issues.

State of readiness for Festive Season

It is a norm that during the festive season, there is an increase in the movement of people within the country due to various reasons. Our Police and Traffic Officials will be visible throughout the province to ensure that our society is always safe and protected in all corners of the province including Malls and Towns. The province has also experienced a high number of fatalities on roads and we wish to have a zero-incident festive season. I am making an appeal to all travellers who will be visiting Limpopo for tourism, holidays and other activities to obey the rules of the roads and exercise patient at all times.  

We continue to wish condolences to those who perished on our roads. Visible policing and speed enforcement will concentrate on crucial roads. From Maubane to Beitbridge on the N1, a traffic police vehicle will be visible at least every 40 Kilometres. 10 high speed vehicles fitted with Moving Violation Recorder (MVR) will be deployed. All our weighbridges will be activated to focus on overload control and fitness of trucks and public transport vehicles. Public transport operations will be conducted in every district. The Provincial Department of Transport and Community Safety has identified the following routes as hotspot, N1 between Mookgophong and Modimolle, N11, R71, R521, R36, and R37.

Fetsa Tlala Revised Implementation Framework

The Constitution of the Republic of South Africa, Section 27: 1 (b) states that every citizen has “the right to have access to sufficient food and water and that the state must take reasonable legislative and other measures, within its available resources to achieve the progressive realisation of each of these rights.

Limpopo has been able to win the fight against food security compared to national average. StatsSA General Household Survey of 2018 indicates that food access index has been improving. The report shows the percentage of persons that experience hunger having decreased from 29,3% in 2002 to 12,1% in 2017. Furthermore, the percentage of persons that had limited access to food decreased from 23,6% in 2010 to 21,3% in 2017. Simultaneously, the percentage of households with more limited access to food declining from 29,1% in 2010 to 24,7 in 2017. However, despite this notable improvement the status of household food security remains threatened by factors such as climate change, poor storage and distribution of food.

The framework for the diversification and expansion of the Fetsa Tlala programme in province seeks to improve and broaden the support to communities, vz small or subsistence and communal farmers to produce food across various commodities in crop and animal subsector.

The expected outcome of the programme is to:

  • Improve access to agricultural production inputs and services,
  • Improve access to food and nutrition for subsistence and communal farmers,
  • Increase food production through broadened and diversified support to farmers and communities,
  • Improve food security.


Support to be provided for crop farmers are mechanisation (ploughing, planting and harvesting), production inputs (seeds, seedlings, fertilizers, chemicals) and equipment (weighing-scale) – to be procured for organised community groups. Support for animal farmer will be breeding stock, animal health, animal husbandry equipment.

Hosting of the Provincial Summit on Stability

The Executive Council has approved the proposal to host the Provincial Summit on Stability on the 21-22 February 2019 in Polokwane. It is projected that the current instability in the province could pose a threat to the realisation of a free and fair election in 2019, amidst looming so-called shutdowns and by implication, creation of no-go areas. As Provincial Government, we cannot allow our people who want to vote for their preferred government to be prevented from doing so. The main objectives of the summit will be:

  • To ensure stability in the Province before, during and after the 2019 National and Provincial Elections.
  • To review current strategies of dealing with matters of instability in the province towards ensuring efficacy and synergy.
  • Ensure sustainable integrated, multi-agency strategies and plans to ensure provincial stability.  


Batho Pele Learning Network

The Executive Council has directed the Office of the Premier to come up with an alternative and innovative ways of celebrating Batho Pele Day as opposed to the practice of hosting the event at a stadium. The Office intends to commemorate Batho Pele Day by implementing a Batho Pele Learning network as an innovative platform. This will promote sharing and exchanging of experiences and lessons that are aimed at improving service delivery through the implementation of the White Paper on Transforming Public Service Delivery of 1997.

Batho Pele Learning networking will be coordinated in partnership with Office of the Public Service Commission, Department of Public Service and Administration, Human Rights Commission and Centre for Public Service Innovation. The Theme of the Learning Network to be held at Phalaborwa on the 14 February 2019 is “Mainstreaming and institutionalizing Batho Pele to promote the desired Public Service culture of Togetherness”.  

On behalf of the Executive Council, I would like to congratulate Baroka FC (Bakgaga ba Mphahlele) for their performance against the mighty Pirates in the Telkom Knockout Cup. We wished and believed that they can bring this cup to the province and indeed they won.  

I would like to take this opportunity to congratulate Black Leopards player Phathutsedzo Nange for winning the ABSA Premiership goal of the month award. His half volley strike in the early October has earned him the September/October Goal of the Month Award.

In conclusion, the festive season mood is upon us, with all the excitement that comes with this time of the year, let us remember that our lives matters. Drive safe on the road as you’ll be travelling to various destinations. Don’t drink and drive, take five minutes rest after every 200 kilometres or two hours drive, be healthy, stay safe and explore Limpopo a destination of choice. Do not text and drive, Buckle-up as Road Safety is everyone’s responsibility!
