Program Director my role in this program is that of introducing the purpose of this engagement, but before I present this item to you kindly allow me briefly to first share with you the background of District Development Model (DDM).

President, Cyril Ramaphosa in the State of the Nation Address (SoNA) in 2019 indicated that it is time for government to break away from the silo mentality of working and went on to introduce a new approach called the District Development Model (DDM). The DDM was subsequently adopted by cabinet on the 21stof August 2019.

The District Development Model (DDM) is an operational model for improving Cooperative Governance aimed at building a capable, ethical Developmental State. It embodies an approach by which the three spheres of government and state entities work in unison in an impact- oriented way, and where there is higher performance and accountability for coherent service delivery and development outcomes. It is a method of government operating in unison focusing on the municipal district and metropolitan spaces as the impact areas of joint planning, budgeting and implementation.

  • The DDM is an all-of-government approach to improve integrated planning and delivery across the three spheres of government with district and metropolitan spaces as focal points of government and private sector investment.
  • The DDM is aimed at facilitating integrated planning, delivery and monitoring of Government’s development programmes through the concept of a joint “One Plan” in relation to 52 development spaces / impact zones through the establishment of national technical capacity as well as district hubs that will drive implementation of the programme.
  • This approach will not only accelerate local economic development, urbanization, economic activities but also the provision of basic services and other tailor-made solutions such as “Covid-19 interventions” at grass roots.

Program Directors, District Development model builds on the White Paper on Local Government (1998), which seeks to ensure that local government is capacitated and transformed to play a developmental role. The white paper says developmental local government ‘’is local government committed to work with citizens and groups within community to find sustainable ways to meet their social, economic and material needs and improve the quality of their lives”.

Program Director the District Development Model seeks to achieve the following:

  • Coordinate a government response to challenges of poverty, unemployment and inequality particularly amongst women, youth and people living with disabilities.
  • Ensure inclusivity by gender budgeting based on the needs and aspirations of our people and communities at a local level. Narrow the distance between people and government by strengthening the coordination role and capacities at the District and City levels.
  • Foster a practical intergovernmental relations mechanism to plan, budget and implement jointly in order to provide a coherent government for the people in the Republic; (solve silo’s, duplication and fragmentation) maximise impact and align plans and resources at our disposal through the development of “One District, One Plan and One Budget”.
  • Build government capacity to support municipalities.
  • Strengthen monitoring and evaluation at district and local levels. Implement a balanced approach towards development between urban and rural areas.
  • Exercise oversight over budgets and projects in an accountable and transparent manner.

Our first visit to Mangaung Metro was in September 2020 and we received presentations on the Following:

  • The Status COVID-19 in the Municipality.
  • Gender Based Violence.
  • Economic Recovery Plan

Program Director the purpose of our engagement today will be focusing on the following:

Department of Heath

The expectation form the Department of Health is to present the status of COVID-19, the impact of third wave pandemic in the Province and the Metro as well as the Vaccination program.

Mangaung Metro

The  Metro  will  share  with  us  the  status  of  Service  Delivery  in  the Municipality as well as critical challenges and possible interventions.

Stakeholders

The Municipal System Act of 2000 is very clear in terms of the role the Local Community should play in the affairs of the Municipality. Mangaung Stakeholders representative will be making presentation on the challenges they experience with regard to service delivery and to suggest possible interventions.

Deputy Ministers

Program Directors lastly, we will be receiving brief presentations from various Deputy Ministers on the Medium-term Strategic Framework 2019-2024. The presentation should also include mega projects that their Departments are planning to implement in the Metro.

Program Director this engagement will assist the District Development Champions towards the process of developing One Plan and One Budget for the Metro.
