Deputy Minister Mcebisi Skwatsha hands over title deed to Haarlem Communal Property Association, 15 Feb

The Deputy Minister of Agriculture, Land Reform and Rural Development, Mr Mcebisi Skwatsha, will on Saturday, 15 February 2020, meet with Haarlem CPA to hand over a Title Deed of Farm Anhalt to the land holding body.

Portion 4 and 8 of Farm Welgelegen No. 230, commonly known as Anhalt, was designated as Coloured Rural Areas land in terms of the Coloured Rural Areas Act, 2963 (Act No. 24 of 1963) and then later in terms of the Rural Areas Act, 1987 (Act No. 9 of 1987).

The land was initially held in trust by the then Minister of Coloured Affairs in the old regime, and later by the Minister of Rural Development and Land Reform, during the new democratic dispensation.

In 1998, the Transformation of Certain Rural Areas Act, 1998 (Act No. 94 of 1998) (TRANCRAA) was enacted, with the primary purpose of transferring this type of land held in trust to communities, in this case Haarlem, through a transformation process. The minister approved the transfer of the land and is has now been registered in the name of the Haarlem CPA.
