S Mufumadi advices municipalities that new local councils should
meet

Mufumadi, has advised municipalities that newly Local Councils must hold their
first meeting

The Ministry of Provincial and Local Government has suggested to
municipalities that newly elected local councils must hold their first meeting
by 22 March 2006.

Following the 1 March 2006 Local Government elections, local councils are
legislatively required as stated in the Structures Act to convene the first
council meeting within 14 days of the declaration of the election results. In
the case of district councils, the first meeting must be held after the
appointment of all local council representatives.

The declaration was issued by the Independent Electoral Commission (IEC) by
notice in the government gazette number 28603, notice 222 of 8 March 2006. This
means that the first meeting must happen within 14 days from 8 March 2006 and
not from the date of the election.

The first meeting of councils is the only meeting convened by a municipal
manager, here the speaker of council is elected and then takes the chair and
presides over the rest of the meeting. The MEC for Local Government can also
nominate someone in the absence of a municipal manager to convene the first
meeting.
