Public Protector Advocate Thuli Madonsela revisits Nala to check up on progress

Public Protector Advocate Thuli Madonsela will on Wednesday, 6 February 2013 visit the Nala Local Municipality in the Free State to follow up on progress regarding service delivery commitments agreed to between her and the municipality last April.

The commitments concerned included undertakings by the municipality to urgently attend to matters such as incomplete RDP homes that had allegedly been left at foundation level in 2009, a white elephant community park with no facilities, a dysfunctional sewerage system and a bucket toilet system. The collection of sanitary buckets on a daily basis and the repairing of the purification plant were other issues that needed urgent attention.

In addition, the complaints related to lack of answers regarding the implementation of a forensic report, in which several findings of maladministration made against the Municipality were allegedly ignored for over two years. These were to be attended to on the basis of a time-bound action plan, the same applied to the issues of partially constructed houses and fixing of the sewage system.

The April 2012 meeting was prompted by residents’ complaints that the failure to implement the forensic report in question had resulted in the deterioration of service delivery in the area. Locals were of the strong view that the full implementation of the report would be instrumental in addressing the causes of systemic service delivery failure, ensuring accountability for alleged acts of misconduct, including fraud and corruption.

The Public Protector will meet the municipal officials, with a view to get a progress report before interfacing with the complainants and later the community to provide the much needed feedback. She will also inspect the projects at the centre of community complaints.
