National Council of Provinces (NCoP) to hold Provincial Week

Under the theme: ‘Moving with utmost speed to ensure socio-economic advancement in our communities’, the National Council of Provinces (NCoP) will hold its Provincial Week from 15 to 19 April 2013. A series of activities has been scheduled, which will take place at various regions of the Province as part of the week’s programme.

Date: 15 to 19 April 2013
Venue: Ekurhuleni Metropolitan Municipality, Johannesburg.

Provincial Week allows Members of the NCoP an opportunity to interact with Provinces and municipalities to obtain new mandates on issues to be placed on the national agenda. During this period, NCoP permanent delegates, Provincial delegates, Provincial Legislatures and SALGA (South African Local Government Association) also go on oversight visits to projects; and convene public meetings to interact with communities and obtain ‘first hand’ information on service delivery.

It is also intended to afford NCoP Permanent delegates to the NCoP, Provincial Legislatures and SALGA an opportunity to revisit areas that were previously visited to assess the state of service delivery and progress that has been made to ensure the following:

  • Provision of road infrastructure
  • Provision of healthcare and ambulance services
  • Electrification programme
  • Fight against corruption and nepotism
  • Crime strategy and fight against domestic violence and rape
  • Developing credible housing lists and beneficiary allocation processes
  • LED projects and job creation
  • Specialised schools for learners with learning difficulties or disabilities
  • Provision of science and reading facilities in schools
  • Delivery of leaner support material
  • Security in schools
  • Leaner transport plan processing of learners transport permits
  • Provision of recreational facilities
  • Disaster management and response plans
  • Supply of water and state of purification plants and dams
  • Accessibility of services to rural communities and people with disabilities, especially those in wheelchairs and the visually impaired
  • Ensuring higher levels of courtesy in the services provided to communities
  • Indigent support programmes

The following Committees of Gauteng Legislature (GPL) will be affected by the programme:

  • Roads and Transport
  • Health
  • Local Government & Housing
  • OCPOL
  • SCOPA
  • Petitions
  • Community Safety
  • Education
  • Sports, Arts, Recreation and Culture.

Provincial Week is in line with the move to build an Activist Parliament that plays a role in giving expression to the needs and challenges facing communities. Since its inception, it has grown to become one of the key mechanisms used by the NCOP to oversee and collect information on progress made by provinces and municipalities in delivering quality services to the people.
