Department zooms into its support to municipalities

The Department of Local Government and Human Settlements in Bokone Bophirima will pull all stops to ensure municipalities in the province discharge on their constitutional mandate of delivering services to communities.

The Department embarked on a three-day intensive strategic planning session in the past week, with the intention of re-looking at the current support and intervention strategies for municipalities and also to craft credible and realistic support plans to ailing municipalities.

 The MEC for Local Government and Human Settlements in Bokone Bophirima, Galaletsang Gaolaolwe said the department has a responsibility of ensuring that municipalities do comply with all legislation applicable to the sector and that non-compliance of any form should be dealt with.

She said the department’s annual performance will also seek to address the Back to basics ten point plan, the Premier’s ten point plan as well as the five concretes. 

‘’The shared service model will also ensure that we provide the necessary support to all municipalities, focusing mainly on: sound financial management, good governance, infrastructure services and town planning, information technology communication (ICT), legal services and local economic development.

Back to basics focuses on building effective system and resilient institutions of local government through:

  • Positive community experiences
  • Municipalities receiving disclaimers over 5 years
  • Revenue enhancement programme
  • Appointment of Senior managers in municipalities
  • Service and infrastructure
  • Implementation of forensic reports
  • Metropolitan B2B Programme
  • Strengthening roles of DMs
  • Spatial Regional Integration zones/Spatial contracts
  • Strengthen capacity and roles of Provincial Cogta departments
