The Employment Services Board convenes its inaugural meeting
The Employment Services (ES) board, under the auspices of the Department of Labour's branch Public Employment Services (PES), will be having its inaugural meeting on the 14 -15 March 2017 at Kopanong Hotel & Conference Centre in Benoni, Gauteng Province.
The purpose of the closed door meeting is to induct the members, and for the Board to formulate its 2017/18 road-map.
The Employment Services Board was established by the Minister of Labour in terms of section 20 of the Employment Services (ES) Act, 2014 (Act No. 4 of 2014).
The overall objective of this Act is: To provide for public employment services; to provide for the establishment of schemes to promote the employment of young work seekers and other vulnerable persons; to provide for schemes to assist employees in distressed companies to retain employment; to facilitate the employment of foreign nationals in a manner that is consistent with the objects of this Act and the Immigration Act, 2002; to provide for the registration and regulation of private employment agencies; to provide for the establishment of the Employment Services Board; to provide for the establishment of Productivity South Africa; to provide for the establishment of Supported Employment Enterprises; to provide for transitional provisions; and to provide for matters connected therewith.
The functions of the Employment Services Board are to advise the Minister on:
- work opportunities;
- the criteria for the registration and de-registration of private employment
- agencies and the implementation and enforcement of the provisions of this Act applicable to private employment agencies;
- the development of criteria and guidelines for the implementation of this Act and the exercise of any function in terms of this Act;
- the promotion of supported work for persons with disabilities
- any regulations that the Minister may, or must, make in terms of this Act;
- the publication of an annual employment services report; and
- any other matter related to employment services, on request of the Minister or NEDLAC.
The Board's inaugural meeting will also discuss the following, amongst others:
- key policy and legislative frameworks that underpins the provision of employment services;
- the structure of the South African labour market and its key defining features (e.g. demographics, and levels of unemployment and poverty particularly amongst the youth).
- the displacement effect of technology on labour and its implications for employment services;
- global best practices in combating youth unemployment;
- the impact of the recent amendments to section 198 of the LRA on the labour market;
- the extent of global migration, its labour market effects and effective management strategy; and
- key regulations to support the implementation of the Employment Services Act.
