Introduction

Madam Speaker, I rise to table Vote 12, which is the budget policy statement of the KwaZulu-Natal Department of Transport for the financial year 2017/18.  This policy statement reflects continuity on our developmental approach to implement our mandate of providing roads and transportation infrastructure services to citizens.  

As such, we will retain our running theme, which is “Road Safety is Our Collective Responsibility.” This year’s budget also, critically, marks the beginning of our journey to transform our department into a truly responsive, effective and efficient service delivery engine. 

From the onset, we wish to affirm that we will drive a sustained programme of changing our people’s lives for the better in the still underdeveloped, rural and township communities.    

In the year of honouring the life and legacy of Oliver Tambo, the late former President of the African National Congress, which is the governing party, we aim to be decisive and goal-oriented in our approach to service delivery. 

We will build on the work of my predecessors the last of whom is now our Premier, uBaba uMacingwane. We will retain our programmatic approach as we set set our sights firmly on achieving radical socio-economic transformation.

Strategic focus
We  remain inspired by the Freedom Charter, which  President Tambo described as “the sum total of our aspirations...the uniting creed of all the people struggling  for  democracy and for their rights; the mirror of the future of South Africa”.  

In  honour of “OR”, we are seeking to implement the Freedom Charter, and all the resolutions of the African National Congress that give meaning to it. Read more [PDF]
