About applying for a petroleum manufacturing licence

If you want to manufacture petroleum products, you must apply to the Department of Mineral Resources and Energy  for a manufacturing licence.

A petroleum manufacturer’s licence allows you to manufacture petroleum products and sell them to any licensed wholesaler or licensed retailer, except for export purposes.

Please note: you may not manufacture a petroleum product without a manufacturing licence.

What you should do

  1. You must complete the Application form for a manufacturing licence: DMRE 40.
  2. Send the application form to the Department of Energy regional office.
  3. The Department will send you a letter stipulating that you must publish a notice of application in four newspapers.
  4. You must provide proof of the publication of the notice of application to the Department.
  5. Once you have a licence, you must submit information on your business annually using the Manufacturing licence annual information (Submission form), DMRE 33.

How long does it take

A decision will be taken within 90 days from the date when the Department received proof of publication of the notice of application.

How much does it cost

  • R1 000 if you had already been operating before the Petroleum Products Amendment Act, 2003 (Act 58 of 2003), came into effect.
  • R10 000 if you were not operating before the Petroleum Products Amendment Act, 2003 (Act 58 of 2003), came into effect.
  • R5 000 annual manufacturing licence fee in respect of petroleum products manufactured from any hydrocarbon including petroleum, crude oil, natural gas, natural gas liquids, or coal or any combination thereof.
  • R500 annual manufacturing licence fee in respect of petroleum products manufactured from other raw materials.
