Title: Setas have until Friday to apply for renewal certificates

SETAS TO SUBMIT APPLICATIONS FOR ESTABLISHMENT CERTIFICATES BY FRIDAY

The Sectoral Education and Training Authorities (Setas) have until Friday to submit applications for renewal certificates of establishment as required by the Skills Development Amendment Act.

The Setas' current period of establishment ends in March 2005 and regulations require each Seta to apply for renewal certificate one year before the end of its current period of establishment.

The Minister of Labour, Membathisi Mdladlana, said that the re-establishment exercise provides an opportunity to review actual performance and to act in sectors where there might be serious under-performance

"That way I will give my approval on matters such as the amalgamation of Setas where the need arises, new constitutions, the transfer of assets, liabilities, obligations and rights, and the new sector and scope," he said.

But the Minister cautioned that the matter of re-establishment of Setas is very sensitive and should not be allowed to get in the way of improving performance and delivery of the National Skills Development Strategy.

"All key stakeholders share the belief that the re-establishment process should take into account experiences of the last four years and that the new Seta landscape should be aimed at improving the delivery of our second five years of the National Skills Development Strategy," he said

"The NSA has discussed this matter and concurs that the Seta re-establishment process should not be seen as a wholesale destabilisation of the Seta environment," he added.

Setas are requested to submit variety of reports relating to the following aspects to accompany their applications for renewal:

* Scope of transfers and or boundary changes, or any envisaged mergers;
* Seta progress towards the achievement of the NSDS 2001 - 2005 targets
* Seta's own assessment against the 2003/4 Business Plan;
* Seta's level of under-expenditure, cash flow and revenue for 2003/4
