Energy announces bidders for Renewable Energy Independent Power Producers Procurement Programme

Renewable Energy Independent Power Producers Procurement Programme (REIPPP) Financial Close Of Window 3, announcement of Window 3.5 preferred bidders and additional determinations

On 19 August 2013, 93 bid responses were received of which 65% were for the Solar Photovoltaic and 29% Onshore Wind Technologies. Preferred Bidders were announced on the 5 November 2013. The bidders have finalised their contractual arrangements. This will result in an additional 1 456MW of green energy being connected to the national grid from early 2016. The list of the bidders who have reached financial close will be available on our website www.energy.gov.za

The Department of Energy has now concluded all the necessary arrangements in relation to signing the Power Purchase Agreements, Implementation Agreements and the direct Agreements for Window3 of the REIPPP and the Minister wishes to announce the preferred bidders for round 3.5 as:

  • Kathu Solar Park
  • Redstone Solar Thermal Power Project

The Minister has instructed the Independent Power Producer Programme team to facilitate the establishment of coordinating mechanisms to optimise the socio-economic impact by IPPs in the areas where projects are executed and to develop a reporting framework to ensure accurate reporting on the outcomes of the REIPPPP.

The Minister also said that the Renewable Energy IPPP being a flagship programme of the department and having received worldwide recognition, will proceed, and in that regard in 2015 a new determination will be announced to maintain the momentum of the programme and to build on current successes. A determination for an additional 3 600MW will be made in accordance with the IRP 2010. This includes an additional 200MW for the small renewable IPP procurement programme.

A funding mechanism to support small and medium sized SA enterprises to participate in the Small renewable energy IPP programme will be established during the 1st quarter of 2015 in collaboration with the DBSA. This mechanism will enable the broadening of the local market and create Black entrepreneurs in the energy space.
